I have server-side filters set in my chosen AR-clusters…but when I start DX Cluster and connect, all the server-side filters are then set OFF. Is this intentional?

Yes, DX Cluster changes the Cluster filters to the filters you set in settings. This way DX Cluster only receives the filtered spots from the Cluster. I programmed it this way to save bandwidth and battery consumption.
